Q: What happens if a player runs out of warriors from their supply, while having to pay tax to the riverfolk?
A: The player cannot Trade (purchasing a card from the store). In all other cases:
The riverfolk company instead puts one of their own warriors in payments. If the riverfolk does not have any warriors left, they do not gain a warrior in payments. The player can still take the action in question.
